Hover the brain meter at the top of the screen. The tooltip in the tutorial is labelled Carbrainess and says to fulfill driver needs to make them more carbrained. It also distinguishes the two progression ideas: higher Car Dependency Levels unlock new needs, while higher Carbrainess allows higher prices.
The search phrase “car braininess” describes this same UI topic; the spelling on the reviewed interface is Carbrainess. Treat the percentage as the needs-related indicator you are inspecting, rather than assuming it is the city’s Car Dependency level.

Get the parking lot working so it meets the parking need. Then inspect propaganda separately. Wheelie asks you to buy land and place billboards in locations with many people to see them. In this specific mission, the requested propaganda target is at least 50%.
That target belongs to the propaganda task, not to every Carbrainess requirement in the game. The panel includes locked needs tied to later Car Dependency levels, so the first tutorial does not establish the full later-game service checklist.
How this affects your parking fees
After the needs lesson, Wheelie tells you to select the lot entrance or exit and raise its parking fee. The tutorial explains that carbrained people are willing to pay more, then warns against exceeding what the average driver is willing to pay.
Use that as a reason to revisit the rate when needs change, rather than automatically setting the slider to its maximum. The sample percentage and fee in one recording are observations, not a pricing formula or a guaranteed optimum.
What the tooltip does not establish
The reviewed tutorial does not establish a global maximum, a precise percentage-to-price conversion or all later unlock thresholds.
