Car Park Capital propaganda billboard: where to start

Begin with the working amusement-park parking lot. Hover Carbrainess at the top of the screen to inspect needs. Wheelie explains that parking supplies one need and propaganda supplies another, then asks for billboards where there are many people.

Open the propaganda build category, identified by the megaphone icon, and select Propaganda Billboard. Buy the land you intend to use and place the billboard near the busy area. The reviewed example puts one beside the amusement park and parking lot; it does not establish an exact influence radius.

How to check the tutorial target

Inspect the propaganda need in the Carbrainess panel as you complete Wheelie’s task. His requested target is at least 50% in this mission. The later lesson about willingness to pay and fees is a practical signal that the tutorial has advanced past its propaganda task.

Do not interpret the 50% target as a universal unlock rule, or assume one billboard guarantees it on every map. The example supports placement around a busy area and checking the need itself; it does not provide a city-wide coverage calculation.

If you cannot place it or the task remains

A placement preview saying You don’t own this land means the intended plot still needs to be purchased. Check the selected parcel before repeatedly trying to build. If the billboard exists but Wheelie has not advanced, read his active target and revisit the need meter.
